The Verification Tiers

Tier 1: Low Risk

Competent

Conditional

The candidate is compliant with laws but lacks physical awareness. They "operate" rather than drive, leaving them vulnerable in high-stress scenarios.

Fundamental lack of control. The candidate fights the vehicle's physics. A statistical probability for a preventable accident.
